Any wholesale VOIP provider will let you do this (you HAVE to be able to do it if you do any kind of trunking, since you'll have more DIDs than actual outgoing lines.) An ISDN PRI provider will let you do it for the same reason, but that's not going to help in OP's case.
I use flowroute.com. Easy website to use, great rates. You just need an app that supports SIP (I use zoiper) and you can use any caller ID you want. As others have said, if you do this fraudulently, you could be in legal trouble.
