It used to be possible to book a domestic business ticket using Avios through IberiaPlus.....mostly LGW flights I noticed. Although it included extra baggage allowance it wasn't clear during the booking process whether you got lounge access or not.
The cost in Avios as well as taxes and charges plus the fact you had to book a return didn't make it very appealing. The last couple of times I looked it wasn't available.
