Compassion or sympathy tickets?

Hi!

I've read somewhere that airline can give you (25-50%) off from your ticket if you have go to a relative's funeral.

The grandmother of a friend died during the New Year in Portugal. She has to buy a ticket for her father and called every airlines possible... The only airline that was willing to sell a ticket for "compassion or sympathy" was AC, but everything was overbook...and full. The other airlines told her that it was not offer on their program to offer such compassion...

My question is: Is it an unwritten policy that it's at the airline's discretion... or is it a rule that every airline has to follow?

I was a little bit suprised... At the end, her father didn't go to Portugal...wasn't able to find any ticket for that...
