It's quite a hike from HI in Zona Rio to Zona Central, though buses run regularly. Not sure how well labeled they are though or if there's a way to find out which bus goes where.

There are several bus stations scattered around Tijuana - one of them is along a walking route from the border to Avenida Revolucion, and IIRC you can catch a bus to Rosarito there.
