The seatmap on LH.com when attempting a dummy booking looks like this configuration with Business Class rows 1-14, Premium Economy rows 24-27 and Economy rows starting at row 29. Either Premium Economy is sold out or they are not selling Premium Economy seats and upgrading passengers.
