I have generally been able to use a local sim's data connection to make/receive Hangouts calls, but the one time when it was really critical (my bank calling to verify my identify due to 'suspicious' online activity), it didn't work. The bank supposedly called me three times, I only got one call and it was completely garbled. That's when I wished GV could forward to an INTL number (even if it's not free), but that's discussion for a different thread.
Sorry I didn't realize this was about TMobile...to me, even their domestic US calls are completely garbled
To answer your other question, search the forum for localphone.com, lots of good info there so you can do exactly what you're looking for and I use them with any foreign SIM for this very purpose....and with their callback function....super cheap calls home from abroad.
