It really depends on how much you value points. Suppose a $5,000 property tax bill. At 3%, the fee is $150. If you get 15,000 points then you are paying a penny a point. Obviously a 2.5% fee is cheaper. I value HHpoints at about half a penny a point. I have paid tuition or property tax with my card and the fee in the past but those times have been when I needed the spending on the credit card.
