As a Gold member, lounge access is indeed not guaranteed and only granted if you are in a room that comes with said perk. Otherwise lounge access would be just a courtesy provided to you by the hotel due to goodwill.
P&C though, since it has to be booked through hilton directly, should entitle you to breakfast at the hotel since thats a gold benefit when not booking via a 3rd party website but directly through Hilton.
