I almost feel the opposite. I feel like there's more places turning on contactless than EMV, even at retailers that have EMV-capable hardware. Maybe MSD contactless is relatively easy? Or the marketing guys that want to say "We support Apple Pay!" have more pull than the risk management guys warning about the EMV liability shift.
MSD contactless is little more than the flip of a switch. It can even be accidentally on pretty easy on Verifone terminals (see: Michaels, where it appears support was accidental and once they realised they had contactless, they disabled it).
Of course, one question: how many places that support contactless today (esp. on Verifone terminals, but other brands too: see Home Depot) will quit supporting it when they turn on EMV because they don't want to certify it.
