I almost feel the opposite. I feel like there's more places turning on contactless than EMV, even at retailers that have EMV-capable hardware. Maybe MSD contactless is relatively easy? Or the marketing guys that want to say "We support Apple Pay!" have more pull than the risk management guys warning about the EMV liability shift.

I feel like there's a lot of places that either added or enabled contactless but not EMV on their existing hardware, or acquired new terminals that have both EMV and contactless but only enabled contactless. The ones that come first to mind are Trader Joe's, Sprouts, and Panera.
