That is true but the SQ does not apply the same for connections as originations. However - I think the issue is that if you have a connection - the tax is only applied once while if you issued the tickets separately - the tax would compute on both domestic and international tickets. This way - there is no ATSC on the domestic ticket and only on the international one.
