I'm not sure fully understand your issue. I assume you need UMA due to poor reception in your calling area, right? Even so, when I had that problem before additional cell towers near my home, was never charged one penny for calls to any local domestic telephone number.

I'm not advocating wifi calling per se. My explanation earlier was to merely guide others regarding how TMO charges for various calls.
As an aside, back when UMA first came out, almost 10 years now, there was only skype and other social apps like wechat, whatsapp, line were not around. So sitting abroad and dialing home FOC was pretty cool. Now of course there's a plethora of options...
