I to have used UMA but it's interesting to see that wifi calling to a local number even if covered under the stateside plan is charged 20/cents a minute. It's not as if tmo is paying any carrier to carry the call as its routed from wifi to T-Mobile then to the local number. I would wish they'd fix it.
Also, I've used Vonage app that has worked over the slow international data(no wifi connection available) and it has worked well to call stateside numbers without charge. (I don't have a Vonage paid acct)

Hope this clarifies how to properly take advantage of TMO global coverage. I've been using wifi calling (formerly called UMA years back) since they started almost 10 years ago and never incurred any fees by following the above.
