I guess (s)he wants to say: German resident (and by accident also citizen).
Anyway, Germany is a hard place for collecting miles and bonus points in a useful way. In most cases cashback programs are the only useful way but you will need to save a long time until you can pay for that long haul in F
There are some credit cards for hotel and airline programs like:
- Miles and More card
- Hilton card (which is actually nice, since it is a quite cheap way to Hilton Gold, only reason I hold it not living in Germany anymore)
- Airberlin Topbonus Visa, a quite special offer as they award 1 status mile for each spend Euro.
- American Express mit Membership Rewards, but you need to look with which airlines and hotels they partner in Germany. With some back/good luck (depending on the point of view) Miles and More
But any other than that? Not sure... but haven't looked into the options in Germany for quite a long time. Also it is still hard in Germany to put all your spend on a CC, like I can basically pay everything here in Sweden using a CC, even my rent and taxes (with a nifty trick) which is great way to get slammed with miles

.
At least for shops that has changed significantly over the years.
