On your first question, you would need to have the tier miles credited for flights before 31 Dec 15. The wording of that last part - "includes future bookings" is confusing but essentially it means "we know you will get tier miles for the flights you've already booked (for travel before 31 Dec) but you need 5700 more tier miles than that" for Silver.

On your second question, I'm not sure. I think if you upgrade with cash you get the benefits (including tier miles) of the higher class. If it's an operational upgrade, you don't. If you upgrade with points - I'm not sure.
