If you called a local Maldivian number, then yes, it should've been as if you called from the US to the Maldives.
I had recent experience on this last month. The way I understand it is:
- wifi call from abroad to US is free
- wifi call from abroad to another country is charged, depending on the wifi origin or destination
I was in HKG, made wifi call to Indonesia, charged $0.20/minute
I was in Indonesia, made wifi call to Indonesia, charged $0.20/minute
I was in HKG, made wifi call to USA, no charge
The kicker is how they determine your location. I was in SIN, made wifi call at the airport to Indonesia. Somehow, T-Mobile thinks it was coming from St. Helena, thus charge about $4 / minute instead of Singapore rate, which is $0.20 / minute
I wonder if wifi call will work over VPN?
