They don't deduct "tax and fee". [The taxes were already "deducted" when you made your cash payment. These are refunded to you, minus the $55 fee. If they "deducted" the taxes again at redeposit, you would have paid the taxes twice, for an award you are not actually using!]. They deduct a fee - which as you say is $55 - and its name is the "Avios Redeposit fee".

Except that, when the cash paid on a reward ticket was less than the cancellation/re-deposit fee, only the cash paid was forfeited; BAEC did not make any additional collection.

It's been reported on FT that other BAEC agents have made the same claim about having to charge the re-deposit fee, but when the cancellation was actually made, no additional charge was made to the BAEC member's credit card.
