Arriving passengers do not end up on this level if they are arriving from outside Schengen. They are forced to go to the arrivals level, which is one level below the level you show here. It is simple enough, however, to go up one level to the one shown here.
From the lower level you can also walk to the parking gaage and take the elevator up to level 7 or 8. That is the walkway level right around the corner from the Squaire very close to the Sheraton.
I do prefer the Hilton, but wal;k to the Sheraton form their cigar bar.
