From FRA T1 check-in level (which is where most arriving passengers come out despite being called the check-in/departure level) facing the road there are two sets of escalators going up to pedestrian bridges across the road. One takes you directly to the Sheraton.
Arriving passengers do not end up on this level if they are arriving from outside Schengen. They are forced to go to the arrivals level, which is one level below the level you show here. It is simple enough, however, to go up one level to the one shown here.
