my claim went to collections after I refused to pay their "estimate". I demanded a repair invoice. The collection agency in Germany outsourced it to a Canadian counterpart and they also were unable to procure an invoice. Finally, after nearly a year and a half of this, the Canadian collection agency cancelled the action and closed the file.

I guess Hertz figures most people have credit card insurance and the credit cards will just pay.
