Did you arrive Terminal D or J?
If you arrived D/E Concourse than that is where I encountered the Line Ordering Person, if you arrived J Concourse (which is immigration for everyone else but AA and maybe BA) than there is generally not any sort of Line Ordering Person prior to the Physical Immigration Area itself, but the person does not obstruct in any fashion the Global Entry Kiosk line.
