My dad was to fly on BR28 on 8/8, so we were constantly checking flight information to see if he was even going to make it out. BR was supposed to post information by noon on 8/8, but he didn't get an update until around 4 pm that his flight was going to be delayed till 10:40am on 8/9. Supposedly BR18 left on-time on 8/8, but it looks like it was also delayed four hours. So on Sunday my dad left for TPE early in the morning and confirmed that the terminal was chock full of people. After spending some time in the lounge, he headed to the gate only to be informed that the flight was to be delayed another hour or so. No reason was given apparently as the plane was sitting at the gate. He heard that the plane had overnighted in Seoul the night before, hence why BR28 was delayed until the next day. One hour turned into four before boarding finally commenced, and even then there was a further two-hour delay as there were roughly 40 aircraft before his waiting to take-off (I guess single runway ops doesn't help). End result: arrival in SFO nearly 16 hours later.

I have to admit BR communication was pretty bad this time. I was cross-checking CI schedule changes to see how bad their US flights were delayed, and even though their estimates were vastly optimistic, at least CI had provided some sort of timeframe while BR's flight status page just kept on showing "delayed". And luckily my dad found out early enough to just stay home instead of spending the night at the airport as he suspected some of the people in the lounge did. I understand the impact of the typhoon on scheduling and single-runway ops at TPE just aggravated the situation, but it sounds like BR was caught with their pants down and didn't quite know how to handle it efficiently and effectively.
