devolution of the taxes for foraigner people

Everything you buy in Colombia, you can receive back the taxes in the airport when you will return to your country.

I'm planning a trip to Cartagena next month and am confused about the taxes that can be collected on hotel stays.

From my research, I found that hotel packages for foeriegners staying in Colombia less than 60 days are exempt from the national VAT (16%). However, I'm fininding on hotels.com that hotels in Cartagena may charge an (additional?) 16% city/local tax.

Anyone here have any expeirnce with this? Is this correct?

Many thanks for the input![/QUOTE]
