BR's Handling of Typhoon Soudelor Delays - Was it that bad?

I see there are gripes about BR's handling of Typhoon Soudelor schedule changes and delays in the TW media. It sounds really bad but knowing Taiwanese media, I wonder if anyone has any insight into it.

Basically, despite of the huge typhoon, passengers were still told the flights would depart on time. They went to the airport and waited and waited... Some Facebook comments to the article seemed to have first-person accounts.

This happens a lot in "everyday bad weather" but with a big typhoon? Also, why would passengers "risk their lives" to go to the airport if the weather is that bad? Would BR not give any flexibility to the passengers for not taking the flights?
