Excellent explanation although I wouldn't say non-revs are never supposed to preboard.

If someone is flying NRSA and would qualify to preboard because of a disability if they were flying revenue, the GA can issue a BP before boarding begins if they are confident that the NRSA is going to get on anyway.

At that point the non-rev can preboard.
