I don't know what the exact rules are for charging phone fees, but I booked an ex-AMS on the phone earlier this week. It was just over £800. Priced in GBP, it was about £4 more than if priced in EUR (according to an online converter), and then I had to pay the £5 credit card fee which wouldn't have been charged if I'd booked online in EUR. But the total of those two was significantly less than the ~£24 than Amex would have charged on the EUR sum on top of the amount due to BA. I would still have saved a bit if I'd had to pay the £5 phone fee on top.
