The company is reverting to the PMUA policy of having the pilots taxi out before the final weight is approved. Starts later this month with the 737 fleet. This is to help with the delays. PMCO policy was more restrictive and pilots weren't able to taxi until they had the final weight.
I was working with BA on some consulting work many years ago at LHR in those days pushing back on time was a big deal metric, didn't matter if you went anywhere for a while but you pushed on time.
I found throughout my career that given enough torture you can get most numbers to confess to the right thing
