There are legitimate reasons for purchasing multiple tickets for a single passenger (e.g. POS). Suppose one purchased two tickets in that manner. If the flight was oversold, could the individual earn VDB compensatation for their second seat yet remain on the flight in their other seat?
With how often my Thursday evening flights are oversold, I'd take that hedge.
The extra ticket doesn't get booked with exactly the same name something like extraseat doe. You can get a refund of those fees if you give it up, but legally as long as you got on the IDB rules don't apply as they are not per seat, but per passenger.
