It's in your agreement. That part, is your fault. Read it. They certainly can charge. ALL major rental car agencies basically do the same thing.

Now, as far as avoiding all toll roads, you are going to have to fight that with PlatePass. All I can say is, good luck. You're dealing with tolling agencies that make it their business to never give you a straight answer.
