A quick update. No response to my CCS file as yet. I spoke to a manager at the FD who categorically denied what the agent told me at check-in; so someone wasn't being straight with me.

I was offered 4,000 points and no rate adjustment. Asked for the rate adjustment and 10,000, and received both.

I'd put this property on my "no-stay" list a few months back after some other issues and found it being the only SPG available in the area this week. At this point I'll switch stays to other programs before staying here again.
