While all that you say is correct, I would object to being made to pay "full fare" at the airport just because KLM can't/is prohibited from [who on earth would be prohibiting them? It's their own initiative to charge for luggage - so who on earth is now nagging to say "you CAN'T charge for baggage payment online"!! ??? ] giving the discount rate online.
