I'm certain that failure to declare all foods has not always or even generally resulted in GE being revoked immediately. While such failure of complete food declaration greatly increases the odds of being set up to have GE revoked, the revocation is anything but guaranteed. For such situations, it most commonly comes down to the perception/discretion of the involved USG employees over the matter.
