That is not how KLM tickets should work; you can always add a luggage option online. To do so in advance is always cheaper. Because you bought your ticket from KLM, you are subject to KLM's baggage rules. Have you tried to add luggage to your booking on the KLM website?

Though I have just noticed this statement on that page:
Arranging extra pieces of baggage online on KLM.com may not be possible if:
You will be departing from some airports
(Part of) your trip is operated by another airline
Part of your trip will be by rail or bus
Perhaps your combination of factors precludes you from paying online, afterall...
Note that if you can demonstrate Skyteam Elite or Elite Plus status, your bag is free.
It is possible to pay
For baggage using miles; however, I don't think that you would be able to arrange this at ZRH airport, and definitely not at FNC airport. That should be done online - so, again, we need to see what happens when you try to pay online.

All KL-coded flights earn both level and award miles, and count as qualifying flights, regardless of operator.
