CBP has told some that mothers with young children are amongst those most frequently failing to make proper food disclosures at the POE. My bet is it's because such passengers tend to carry more food than many other types of passengers, but also that they are perhaps more concerned with retaining the food and not having to depend as much (if at all) on airport/airline food of the junk or relatively more expensive sort found at airports and on domestic flights. While stress related to traveling as a caretaker of another may be a reason for many of the improper declarations, that may not explain all of these situations. I've caught drift of conversations where couples waiting in line are having a discussion about whether or not the food should be declared, and then the caretaker (more commonly the mother) says he/she isn't going to declare any food even as the partner wants to declare the food.
