I would have declared it, although as a parent and grandparent I can understand a harried mother escorting an infant off a flight from abroad forgetting to do so, and it would be hard to ascribe a nefarious motivation to her failure IMO.

No it doesn't. I don't know what occurred prior to our arrival, and who incited whom, but the federal employee was publicly behaving in a way that I wouldn't hesitate to describe as unprofessional.
Just curious but what kind of accent did the baby's mother have, and what color was the stroller?
I was at some distance but it sounded like a "middle American" accent. I don't think it was southern but I can't provide more detail. The Customs inspector's voice was much louder and his accent seemed to me to be New Jersey or New York - I can't always differentiate.
As to the color of the stroller, I don't recall, thus demonstrating the dangers and potential inadequacies of eye witness testimony.
