Honestly, LGA doesn't need to be rehabilitated, it needs to be closed and bulldozed. The only redeeming component of the entire airport is the Amex Centurion Lounge.

If there was a direct/express train directly between the two, connecting between airports wouldn't be all that bad.
What I really wish they would do is bulldoze JFK, LGA, and EWR and then build a brand new island airport somewhere in the sound or something like they've done in HKG, then connect that to the necessary points via HST. This would alleviate the massive airspace disaster that is the NYC area with three major airports in close proximity.
