Yes, it is, or at least should be. Some "parlor" rooms are sold standalone and have a bed, so they are suitable for sleeping. Others are intended to be used as an attachment to a suite or for meetings, and thus do not actually have a bed in them. It could be that through a glitch in inventory management or otherwise, the latter was sold as a true standalone room.
