My experience has been that it cannot be used for doing a paid upgrade to first. The only option for me has been to pay for it by credit card even when I had enough funds in my wallet to cover it. Not sure about baggage fees though.

Also, if you have the Alaska Visa Signature card the first bag is free for the primary card holder.
