I need to correct my original post...the German VAT office can indeed certify that the goods you purchased in Italy have left the EU. Two hours is plenty of time, so you should be good there. One important thing to keep in mind is that they have the right to ask to see the goods. This will be difficult if they are in your checked bag which will not be with you.
