The 200/400/800 is what they're required to pay for IDB on domestic flights.

For VDB, they can offer whatever they want and see who takes it. I haven't really seen AC do it, but I know that on some of the US airlines they'll start out fairly low and gradually increase it until they have takers. So even if they're required to pay $400 cash for IDB, they might start out offering just a $100 voucher, for instance, and see whether they get any takers.

So, gchc, for your $800, you could have asked for it in cash, but you didn't have a right to get it in cash.
