Goldorak, you may be right. I assumed that the website showing the USA as the selected country would provide me with these protections, but it looks like I might be wrong. (The URL has "us" in it and the right corner shows "United States of America" as the selected country.)
When I go to the booking page, it just shows a generic sabre-based site in the URL (as below). It seems to show prices in the currency in the country of departure.
I've still filed the complaint - even though I might not get any satisfaction out of it. I'm wondering, since the US based reservations agent said that Vietnam Airlines doesn't honor that policy, even if it doesn't honor them for flights to Vietnam leaving the US. While different from my situation, I think that really would be a DOT rule violation.
