I can tell you what happened at SJO about 10 years ago prior to a flight back to IAH:
"Well folks, it looks like the winds have shifted and we need to offload some fish. We will make a brief stop at the cargo terminal."
Due to the terrain in the SJO area there is a significant weight penalty when departing runway 07. If the wind shifted preventing a runway 25 departure it would have significantly reduced the amount of weight that could be carried.
