That's typical China.
When everything should go to the UnionPay center for processing, lots of acquirers actually setup their interlinks so they circumvent. That's why you see well below worldwide average or zero fees for doing the same things in China. This is to attract the majority of Chinese people who don't have as much real spending power as worldwide average. But this creates a lot of problems, which money saving Chinese majority doesn't really care, as long as they can get the same things done for less...
