That was the rumor I had always heard as well, that they didn't think it was safe to be doing that extra work during taxi. So I'm definitely curious to know for sure, as well.
Such a welcomed change though, as a good chunk of the delays that happen (at least in the 1-5 minute range) are a direct result of exactly this. sCO pilots waiting to push until they get their numbers. So frustrating because they never seem to be in any hurry for an on time departure, and I'm sure do so because they know the zoner will usually pin the delay on the ramp or CS in those cases regardless. With how tightly things are scheduled during peak times, those extra few minutes on the gate can disrupt so much.
