Yes, a business class ticket on KLM metal gives you lounge access in Toronto for free. SkyTeam Elite Plus would also give you lounge access for free. Note that YYZ is an actual KLM Crown Lounge, not one which KLM accesses via a partner. The paid lounge concept means that the lounge is open to other people who choose to pay CAD35, not that it requires you to pay it.
