Budget charging a $700+ "inconvenience fee" for returning 13 day rental after 7 days

This was posted on a local forum I frequent. Car came from Budget at IAH

Had to rent a car the other day - so I went online and prepurchased a car from budget rental. Two weeks prepaid cost me $575 - not a bad deal. Here is the bill from when I prepaid.

Ended up not needing the vehicle so took it back early 6 days into the rental. The employee behind the kiosk informed me that I would get a credit on any unused days. Then I checkout, and my credit card was charged another $555. The reason - an "inconvenience fee". This is the bill upon return that I was charged additionally - note the change in weekly rate to over $770/week.

Now budget won't call be back or return any inquiries regarding this gross and blatant overcharge so now I need the community's help. So far I have disputed the charges with the credit card company, but my question is what else can I do to get their attention? How is changing the agreed rate legal?
I originally explained that if you return it more than 24 hours they can re-fare it, but they specifically said that this was an "inconvenience fee" and I had never heard of that. Any insights?
