I see. You don't like cabin baggage, ergo:

Instead of incentivizing pax to use the check in service by removing the arbitrary cash grab, deter them by imposing punitive costs if the actual cost doesn't deter them.

In essence, just spend money without actually considering the value of what you're getting in return. The very definition of inefficiency.

As economics goes, it's as unsound an approach as possible.

FWIW, I m willing to bet you've never met a Sherpa. I have. Comparing them to homeless people is, frankly, uncalled for. If that's not what you meant, then it's worth noting that if you run these comparisons and state that A=B 'or' C, it follows that B=C. Rather at odds with your desire for 'civilized' behaviour.
