The reason is simple. A family of four is looking at $200+ in additional baggage fees for that Disney holiday. No surprise they attempt to carry on as much as possible.
I doubt that. From my experience, you can get away with two bags. And if you're paying $25 each, you're going to try to get away with as few as possible.
Not saying $100 isn't worth trying to avoid, but it's not a 1:1 ratio if you know you're going to be paying for each one.
