They include one on the flight. I highly doubt the FAs would ever allow DL to fly passengers without one. Plus I'm betting the agreement with the DOT /FAA would require it. When you start mixing different parts FAA Part 121 ops with part 135 there's going to be some things that are required even if not normally.
