From HND's international terminal, I've only taken the late-night departures past midnight. So I don't know about 10pm, but I can tell you that their landside shopping/dining area is pretty dead whenever I've passed through (I reckon ~11p). Airside, there is a couple of shops open around that time frame, including one called Books and Drugs (or something like that) that's a decent size and got a lot of things ranging from Jpn mags to snacks/beverages to some gifts. That Books&Drugs must be open till ~midnight, if my memory serves.

Anyways, if you go to HND's website, you should be able to look up hours for different establishments.
